罗马公民 （正體）

在罗马帝国，下列的人民能够变成公民：

• 自拉丁国家的人民，被授与公民权。
• 被释放的奴隶，变成公民。
• 住在征服之土地的外国人，被给予部份的公民权。

孩子虽然生为军团成员，但并不给予公民权。

公民赋与下列权力:

• 在共和，有权去投票。除妇女外。
• 有权立约。
• 有权具备合法的婚姻。
• 公民不能够被判处死刑，除非他们被控诉叛国罪。

212年之后，依据安扥尼努斯敕令 (Constitutio Antoniniana)，所有的自由人在帝国之中，被授与公民权，。
